Modular Home Extensions in Australia: Attached, Linked or Detached?
Compare attached, linked and detached modular additions in Australia, including approvals, structural interfaces, delivery, site work and contract scope.
The short answer
A modular home extension moves part of the construction into a factory. It does not remove the ordinary work of extending a house: planning and building approval, existing-structure checks, engineering, weatherproof junctions, services, site access, inspections and a clear building contract.
First decide whether the project is an attached extension, a new pavilion linked by a breezeway or corridor, a detached pod, a panelised addition or an upper-storey module. Those options can solve the same need for more space, but they are not interchangeable. A detached building may be assessed as a secondary dwelling, studio, outbuilding or another use rather than an extension.
Use the Australian modular builder directory to identify possible suppliers only after the property, intended use and physical connection are clear. Ask each supplier to price the same scope and state who owns the work at the boundary between the existing house, factory module and site build.
Choose the project type before the builder
“Modular extension” is used loosely. Put one of these descriptions in the first brief you send to a designer, certifier or builder.

An attached module may look simple in a render but require careful work where old and new meet. A detached pod can be easier to deliver yet create a different planning question. An upper-storey module avoids using more garden area but needs early structural investigation.

Check the existing house before designing the module
The module is only one side of the project. The designer and engineer also need reliable information about the house it will join.
Useful early records include:
- an accurate site and measured building survey
- title, easements and available planning information
- existing approval drawings and occupation documents where available
- the age and likely construction of the house
- floor, wall, roof and foundation information near the proposed connection
- visible cracking, movement, leaks, termite damage or previous alterations
- known service routes and switchboard, water, sewer and stormwater capacity
- site levels, drainage, access and vegetation
Original drawings can help but should not be treated as proof that the building was constructed exactly that way. Allow for selective investigation where the engineer or builder needs to confirm footing depth, framing, roof structure or concealed services.
This work can expose a better option. A lightweight linked pavilion may be more practical than cutting a large opening into the existing house. A panelised addition may suit a block where a completed module cannot pass the street trees, powerlines or side access.
Resolve the old-to-new junctions
Most extension defects do not start in the middle of a factory-built room. They start at an interface that no contract described properly.
Ask for drawings and responsibility covering:
- how the new floor level meets the existing floor
- whether the old and new structures move independently
- roof falls, gutters, box gutters, flashings and overflow paths
- wall cladding, cavities, membranes and termite management at the join
- waterproofing where bathrooms, laundries or balconies meet existing work
- fire separation to boundaries, other buildings and relevant parts of the house
- acoustic separation if the addition becomes a bedroom, office or guest area
- insulation, glazing, ventilation and condensation control across the whole altered area
- electrical, water, hot-water, drainage, sewer and communications connections
- temporary propping and weather protection while the house is opened
- final make-good work to floors, walls, ceilings, paths, gardens and occupied rooms
Do not accept “site connection by others” as a complete scope. Name the contractor, drawings, tolerances, inspection points and warranty responsibility for each join.
Modular work still follows the approval and NCC pathway
The Australian Building Codes Board says the National Construction Code applies when building approval is required, including extensions and major renovations. New work to an existing home must meet the NCC edition that applies when it is approved. Council planning rules and the NCC deal with different questions, so a project may need to satisfy both.
Factory manufacture is a method, not an approval exemption. The relevant council, building surveyor or certifier needs the actual property, use, drawings and construction system.
Ask early:
- Is the proposal an alteration to the existing dwelling, a secondary dwelling, a detached habitable room, an outbuilding or another use?
- Is planning approval required before building approval?
- Which setbacks, site coverage, height, heritage, vegetation, flood, bushfire or neighbourhood controls apply?
- Does the project alter the building classification or create a separate self-contained dwelling?
- What energy, sustainability, engineering and product evidence is required?
- Which inspections must occur in the factory, on site and at the completed junctions?
- What final certificate or occupation document is required before the new space is used?

State examples are not national rules
Approval and consumer-protection requirements vary. These examples show why a national brochure is not enough.
New South Wales
The NSW Planning Portal states that BASIX applies to alterations and additions valued at $50,000 or more, and to specified pool or spa work. That is one part of the NSW process, not the whole approval answer. The property may still need a Development Application or Complying Development Certificate pathway, building certification and other approvals.
Use the NSW modular builder directory after the project type is settled, then confirm the address-specific path with council and the certifier.
Victoria
Consumer Affairs Victoria advises owners to establish whether planning and building permits are required before work starts. The builder cannot appoint a private building surveyor on the owner's behalf, and the building surveyor has a regulatory role rather than acting as the project designer or site supervisor.
Queensland
QBCC guidance separates planning approval from building approval and certification. A private building certifier assesses building work against the applicable requirements, while council planning rules can still affect the proposal. Confirm the builder and designer's QBCC licence position for the work they will contract.
These are dated examples only. Check the current rules and professionals for the state, council and property before relying on them.
Test delivery and site access before design freeze
A room that works in the factory may not fit the route or the block.
Measure:
- module length, width, height and weight
- road corners, bridge limits, narrow sections and overhead clearances
- gates, driveways, street trees, powerlines and neighbouring structures
- crane reach, lifting radius, outrigger area and ground bearing capacity
- whether road occupation, traffic management, permits or escorts are needed
- where the truck waits and how an occupied home remains accessible
- the space needed to protect the module before installation
Ask for a preliminary route and lifting concept before design freeze, then update it when the engineered weights and final dimensions are available. The delivery and installation checklist covers transport risk in more detail.
If a full module cannot reach the site, a smaller module, linked pavilion, panelised system or conventional site-built extension may be more sensible.
Compare the complete scope, not the factory room
Put each quote into the same responsibility table.

A factory price can exclude most of the difficult extension work. Mark every unstated item “not stated” until the supplier confirms it in writing.

Make the contract fit offsite manufacture
Offsite work can create payment and inspection problems if a conventional extension contract is used without thought.
Before signing:
- identify the exact legal entity supplying the module and the entity performing site work
- check the relevant builder licence or registration for each contracted scope
- ask whether one residential building contract covers the complete project or whether contracts are split
- give the proposed progress schedule to the lender before assuming it will fund factory milestones
- tie payments to described work and evidence, including factory inspection records
- state when title and risk in the module pass to the owner
- record who insures factory work, storage, transport, lifting and the installed building
- cover delays if approvals, the existing house, site work, factory slot, transport or crane booking are not ready
- make variations, interface changes and provisional allowances clear
- require one defects process for factory work, site work and connection work
NSW Government contract guidance, for example, says residential building work above the applicable threshold needs a written contract and that larger contracts must include a progress-payment schedule. Other states have their own contract and insurance rules.

A useful first brief
Send the same one-page brief to each suitable builder:
- property address and council area
- existing house type and approximate age
- room needed and intended use
- attached, linked, detached, panelised or upper-storey preference
- target internal area and essential rooms
- known planning, heritage, bushfire, flood, easement or vegetation constraints
- survey and existing drawings available
- measured street, driveway, side-access and crane constraints
- preferred finish level
- whether the home will remain occupied during work
- work the owner expects the builder to include
- current budget range, finance position and timing constraints
Ask the builder to respond with assumptions, exclusions and the next investigations required. A supplier that cannot define the interface and approval responsibilities is not ready to give a reliable fixed project price.

FAQ
Are modular extensions cheaper than conventional extensions?
Not automatically. Factory manufacture can change labour, programme and site disruption, but transport, crane work, existing-house investigation, structural connections, approvals and make-good can offset those differences. Compare complete scopes for the actual property.
Does a detached pod count as a home extension?
It may not. A detached pod could be assessed as a secondary dwelling, habitable room, studio, outbuilding or another use depending on its facilities, occupation and local rules. Confirm the proposed use and classification before choosing the product.
Can I live in the house while a modular extension is installed?
Sometimes, but the answer depends on structural opening work, weather protection, services, dust, access and site safety. Require a written staging plan that identifies when the existing home will lose rooms or utilities and whether temporary accommodation is needed.
Is a modular extension exempt from council approval?
Do not assume so. Modular describes how part of the building is made. Planning and building requirements still depend on the property, scope, use and jurisdiction.
