Modular homes are built in factory modules and installed on site. They can suit full-time dwellings, rural builds, secondary dwellings, and projects where speed and quality control matter, but the total project cost depends heavily on site works and delivery.
What makes a home modular
A modular home is assembled from substantial three-dimensional sections manufactured away from the final site. It is one form of prefabricated construction, not a separate exemption from ordinary building requirements. The Australian Building Codes Board notes that the National Construction Code applies to prefabricated, modular and offsite construction as it does to other building technologies. The useful buyer question is how much work is completed in the factory, what evidence follows each module, and what remains to be designed, approved and completed on site.

The project runs on two linked work sites
Factory work and site work can overlap, which is the main scheduling advantage of modular construction. It also creates a coordination risk: the modules, foundations, transport route, crane booking, services and approvals must be ready in the correct sequence. Before contract, ask for one program showing design freeze, engineering, approval submissions, factory hold points, site preparation, delivery, connection work, inspections and occupation documentation. Clarify who pays if the factory finishes before the site is ready or a booked delivery cannot proceed.
- Design: site constraints and transport geometry should be resolved before the factory design is frozen.
- Factory: identify inspection hold points and which work becomes concealed before delivery.
- Site: foundations and service locations must match the issued construction documents and module tolerances.
- Handover: require records for factory work, site work, connections, commissioning, defects and occupancy.
Approvals and documentation still follow the final building
A factory-built home still needs a lawful planning and building pathway for its final site. Ask who supplies the architectural drawings, structural engineering, energy-efficiency material, fire or bushfire information, waterproofing evidence, footing design and state-specific approval documents. A claim that a standard model is “NCC compliant” does not establish that it suits a particular block, climate zone, wind classification, bushfire exposure or intended use. The relevant certifier or building surveyor should see the actual project documents, not only a brochure.
Compare the complete installed scope
Separate the factory contract price from the complete project budget. The latter can include design, surveys, engineering, approvals, foundations, transport, permits, pilot vehicles, crane hire, traffic management, service connections, decks, stairs, drainage and landscaping. Ask whether the quoted transport allowance is based on the actual route and module dimensions. The National Heavy Vehicle Regulator treats large modular buildings and prefabricated structures as examples of indivisible loads when they exceed general limits, so route and access work should not be left until delivery week.

Choose by site, region and design brief
A nearby factory can reduce freight and make site visits easier, but service area alone is not enough. Compare documented experience with the relevant climate, access conditions and building use. Coastal sites need material and corrosion discussions; bushfire-prone land requires site-specific assessment; northern projects may need different wind and moisture responses; remote projects need a credible defects and maintenance plan.
