Passive Prefab Homes in Australia: How to Verify Performance Claims
Compare passive prefab homes in Australia by certification, NatHERS, airtightness, ventilation, climate modelling and as-built evidence.
The short answer
A prefab home is not automatically a Passive House, and a home described as “passive”, “eco” or “high performance” is not necessarily certified.
Before comparing builders, ask which result is actually being offered:
- a Certified Passive House, independently checked against the Passive House standard
- a home designed using Passive House principles, without project certification
- a home with a NatHERS assessment for its final design and climate
- a prefab home with selected energy-efficiency features but no stated performance target.
Each can be a legitimate project brief. The problem is treating the labels as interchangeable.

Four labels that buyers should keep separate

The Australian Government’s YourHome Passive House guide describes Passive House as a performance-based standard built around insulation, airtightness, high-performance windows, reduced thermal bridging and reliable ventilation. It also makes clear that Passive House and NatHERS use different assessment methods and do not directly translate into one another.
NatHERS is still important. The Home Energy Rating program explains that a new-home assessment is completed from the proposed plans and specifications before construction. It is evidence about that design, not a generic rating that follows every version of a standard prefab model.
Start with a performance brief, not a brochure adjective
Write down what you want the building to do before asking whether a supplier offers a “passive prefab”.
A useful brief covers:
- final site and climate zone
- permanent home, secondary dwelling, cabin or other intended use
- expected occupants and operating pattern
- acceptable winter and summer indoor conditions
- heating, cooling and humidity strategy
- fresh-air and filtration requirements
- bushfire, flood, wind, coastal or alpine exposure
- whether formal Passive House certification is required
- minimum NatHERS or other approval requirements
- who will test the completed building and what happens if a target is missed.
This avoids a mismatch where a buyer expects certification but the supplier has priced only better insulation, double glazing or another upgrade to its standard specification.
Define the target precisely
Ask the builder or designer to complete this sentence:
“For this property and design, we are contractually targeting __, and it will be demonstrated by __.”
Useful answers name a test, certificate, model or measurable value. Weak answers rely on phrases such as “European-inspired”, “eco package”, “high R-value design” or “built to passive principles” without saying which principles, values or checks apply.
If certification is part of the brief, confirm:
- who is responsible for the certification pathway
- when the certifier becomes involved
- which modelling tool and climate data will be used
- who pays for design changes required to meet the target
- which factory and site records must be retained
- who arranges the final blower-door test and other commissioning
- whether certification fees, testing and rectification are included.
The Australian Passivhaus Association project register is a useful place to see examples listed as prefab and certified. A company’s involvement in one certified project does not prove that every model or future project will be certified, so ask for evidence tied to the home you are buying.
Check that the rating matches the final site
Thermal performance is affected by location, orientation, glazing, shading, floor system, roof form and nearby obstructions. A result for a display home in one climate cannot simply be transferred to a different site.
For a project-specific assessment, check that the documents use:
- the actual climate file or assessment location
- the final orientation
- the window and door schedule being purchased
- the specified insulation types and installed R-values
- the actual floor, wall and roof assemblies
- intended shading, eaves and external screens
- the final heating, cooling and ventilation assumptions
- any module joins and site-built sections.
If the plan, glazing or orientation changes, ask whether the model must be rerun. “Same model” does not mean “same performance” when a large window turns from north to west or external shading disappears.
Follow the thermal envelope through the factory and site
Prefab construction can make repetitive quality checks easier, but the finished envelope still crosses several handover points.

Ask who owns each interface. A factory may supply a tested module while another contractor joins it to a site-built entry, deck, services enclosure or second module. The overall building performs as one envelope, so responsibility cannot stop at the factory door.
Treat airtightness and ventilation as one conversation
Airtightness controls unintended air leakage. Ventilation supplies outdoor air deliberately.
The Government’s ventilation and airtightness guide warns that better airtightness makes a reliable ventilation strategy more important and that condensation risk needs careful design. A vague promise to “seal the home tightly” is not enough.
Ask for:
- the airtightness target and test method
- the boundary that will be tested
- when preliminary and final tests occur
- who is qualified to carry out the test
- the ventilation design and room-by-room airflows
- how kitchen, bathroom and laundry exhaust is handled
- filtration level and replacement access
- summer humidity or dehumidification strategy where relevant
- commissioning and balancing records
- noise levels, controls and maintenance instructions.
A blower-door result alone does not prove good indoor air quality. Likewise, adding a ventilation unit does not repair poorly detailed moisture or thermal-bridge risks.
Compare the complete project, not only the module
Performance details can be lost when the factory scope and site scope sit in separate quotes.
Add these lines to the comparison:
- energy modeller, Passive House consultant or NatHERS assessor
- certifier or building surveyor requirements
- upgraded insulation, membranes, tapes and thermal breaks
- windows, doors and installation details
- mechanical ventilation and commissioning
- factory and site airtightness testing
- module-junction and service-penetration work
- foundations and underfloor thermal detail
- shading devices and external screens
- heating, cooling and hot-water equipment
- solar and battery systems, if part of the brief
- post-installation testing, manuals and maintenance.
Do not accept a single “performance upgrade” allowance if the specification does not say what changes. Compare named products or measurable values where they matter, while allowing a controlled equivalent-substitution process.

Blank cells are not automatic reasons to reject a builder. They show where the scope is still undefined and should not yet be priced as equivalent.
Questions that expose vague performance claims
- Is “Passive House” a certification target for this project or a description of design intent?
- Can I see a project-specific assessment rather than a result from another model or display?
- Which parts of the envelope are completed in the factory, and which are finished on site?
- What is the airtightness target, who tests it and when?
- How is fresh air supplied when the home is closed in winter, smoke or humid weather?
- How are module joins, steel members, slab edges and window openings checked for thermal bridges?
- Which product substitutions require reassessment?
- What records will be supplied for concealed factory work?
- Who commissions the ventilation, heating, cooling and controls?
- What happens under the contract if a stated test or certification target is not achieved?

- Compare builders on the same performance and responsibility schedule.
- Resolve delivery, foundations, module joins and service penetrations before design freeze.
- Put testing, records, commissioning and rectification into the contract.
- Keep factory evidence for work that will be concealed before delivery.
- Test and commission the installed building, then retain the final document pack.
The brochure claim is the starting point. Project-specific modelling, construction records, testing and commissioning are what show whether the installed home meets the promised result.
