The dwelling cannot be separately subdivided or sold from the main home, and it cannot connect to reticulated natural gas.
The streamlined path is not universal. Planning Victoria says a planning permit is required for a small second dwelling on a residential lot under 300 square metres, other than in the Low Density Residential Zone. Flooding, environmental and other controls can also change the result.

- the existing-home requirement is satisfied
- the proposed gross floor area and facilities fit the definition
- the zone, overlays and lot-size rules
- siting, amenity, access and garden-area requirements
- the building permit, energy, engineering and inspection documents

Check flood, bushfire and coastal exposure early
Greater Geelong includes urban drainage catchments, riverine and coastal flood areas, bushfire-prone land and exposed coastal sites. These are design and budget questions, not boxes to leave until the permit stage.
