Do not let the word “portable” settle the answer. A unit that will remain on a site, be connected to services or be occupied as a dwelling can raise planning and building questions that a product label does not resolve.
Small second dwellings in Victoria
Victoria's small second dwelling pathway can suit some Peninsula backyard projects. The state defines a small second dwelling as a self-contained home of 60 square metres or less, on the same lot as an existing dwelling, with a kitchen, bathroom and toilet.
Planning Victoria says a planning permit is not required in most cases, but there are important limits:

- Check the full title for covenants, easements and Section 173 agreements.

Wastewater deserves an early line in a Peninsula feasibility check. Mornington Peninsula Shire reports that more than 22,000 properties are not connected to reticulated sewerage and rely on onsite systems.
The Shire's 2026 design guidance says buyers should first ask South East Water whether sewer is available. Where it is not, an onsite wastewater system may be needed. Council requires a permit for systems at or below 5,000 litres per day in unsewered parts of the Shire, and a land application area cannot simply be built over.
